Project Description:

Development of the proposed Tangshan – Mbale Industrial Park (TMIP); on the 619-acre land owned by the Uganda Investment Authority in Mbale, Eastern Uganda. This project is expected to attract more than 30 investors with a total investment of about USD 600 million and will create direct employment of about 12,000 local Ugandans

The Industrial Park has been planned to focus on development of agro-processing, food production, building materials, light industry, new energy, automobile manufacturing and assembling, household appliances, logistics and ware-housing which frame a comprehensive, internationalized and innovative industrial park covering processing, manufacturing, exporting, skill training, customs, revenue and immigration.

Skyline Consultants Ltd has been involved on this project in:

• Preparation of a comprehensive business plan for the proposed Industrial Park that was presented to the Uganda Investment Authority (UIA) a state agency responsible for overseeing investment in Uganda.
• Negotiations with the government to enable the Investor to acquire the said piece of land
• Preparation of the Masterplan for the proposed 619 Acre piece of land that later guided the infrastructure planning, subdivision and allocation of land parcels for the different sub-developers.
• Preparation of an implementation plan that outlined the phases of development.
• Obtaining Statutory approvals including; Local Council Approval, Environmental & Social Impact Assessment (NEMA) and others.
• Participated and guided in the initial infrastructure (roads, water, electricity and other services) development that enabled the park to become functional and attract investors to start business.
• Guided on planning to ensure all proposed developments are in accordance with the Government of Uganda Policy framework which is guided by the Vision 2040 that provides development paths and strategies aiming at transforming Uganda into a competitive upper-middle income country
• Guided on alternative construction alternatives that helped the main investor to obtain value for money.
• Preparation of a comprehensive investment budget for the investor that was presented to the Government of Uganda (GOU) through the Uganda Revenue Authority (URA) that was used as a guide by government to create a favourable and manageable tax payment plan for the Investor in order for him (the Investor) to kick-start the project with minimal financial constraints as well as for the government not to lose revenue.
